Background Information:

On June 3, 2025, the Police Department presented a work session item related to vehicle surcharges for secondary employment.  In doing so, the Department shared that (42) officers currently work secondary employment.  These officers work (54) reoccurring in-city extra duty jobs, such as Bobcat Quickie, SMCISD, CoSM, and TXST.  The data provided also referenced one authorized out-of-city employment, which is traffic direction provided at PromiseLand Church. 

 

During that meeting, Council asked that the Department promulgate a standalone policy that would govern such charges.  Staff worked to identify an equitable amount that was based on market prices, with the final decision being made to replicate what rental car companies charge for the use of their fleet vehicles.  As such, the Department will begin charging $6.80/hour when a vehicle is required by the business, and $3.40 when the vehicle is not required but is driven to the job location from anywhere other than San Marcos.  Policy 4.6.1 will go into effect October 1, 2025.
