Background Information:
The City and SMCISD participate cooperatively in a program to fund School Resource Officers for four campuses within San Marcos. The program provides for five (5) Officers assigned to the following campuses: San Marcos High School (2), Miller Middle School (1), Goodnight Middle School (1), and the Lamar Campus (1) and for the reimbursement to the City by SMCISD for 60% cost of salaries and benefits of the assigned officers. The purpose of this Interlocal Agreement is to set forth the expectations of both the School District and the City pertaining to the program.
As noted above, the original draft presented to council provided for a two year term. Council amended the draft to provide for a one year term.
Dr. Michael Cardona, Superintendent of San Marcos Consolidated Independent School District sent a letter to City Manager Reyes addressing the City Council’s action at the August 20 Council Meeting regarding the School Resource Officer Interlocal Agreement. His letter requests the item be reconsidered as the District prefers the original two year term and also describes the existing coordination between the City and School District on this matter. The item is being brought back for council’s further reconsideration of the term of the agreement. If council decides to accept a two year term, the agreement still offers the option for either party to terminate the agreement with 30 days’ notice. Thus, if council determines the need to revise the agreement a year from now, it can still negotiate with the District and can terminate before the end of the two year term if negotiations for any amendments are unsuccessful

Alternatives:
An alternative to approving this ILA is to deny it and end this partnership with SMCISD. Staff does not support this alternative.
Recommendation:
This has been an annual agreement. Council has approved prior versions of this agreement. Staff recommends approval of the ILA for continued services to students and staff in SMCISD schools.
