Background Information:
This Interlocal Agreement between the City and Hays County authorizes the City to use Hays County Parks and Open Space Bond funds for parkland acquisition and outlines the duties and conditions of each entity related to the use of the funds.
Hays County placed Proposition A on the November 2020 ballot, which passed successfully with 70 percent voters’ approval. This proposition called for the issuance of $75,000,000 in general obligation bonds, along with other potential funding mechanisms, to establish parks, open spaces, conservation lands, and other recreational opportunities.
The City of San Marcos submitted 3 projects to be considered for funding by the Hays County Parks and Outdoor Space Advisory Commission (POSAC) to evaluate projects and make recommendations to the Hays County Commissioners Court regarding funding allocations: 1) Eastside Parkland Acquisition
2) Purgatory Creek Channel Improvements
3) Gary Softball Field Infrastructure Improvements.
This agreement is the first of three funding agreements with Hays County and will fund $6,600,000 toward the purchase of the former Quail Creek Country Club site to satisfy the eastside parkland acquisition objective. A separate resolution is on this same agenda to consider approval of a contract for such purchase.
