Background Information:
The attached change in service for $164,657.00 to Agreement 215-315 with Recreation Engineering and Planning will provide additional professional services for the City of San Marcos (City) IH-35 Shared Use Pathway Connection project and increase the total contract amount to $1,022,742.79.
The City submitted TxDOT’s 2023 Transportation Alternatives Set Aside (TASA) detailed grant application in September 2023. TxDOT approved the application in December 2023. An Advanced Funding Agreement (AFA) with TxDOT was executed in Spring 2024, with total available construction grant funding of $2,344,447.
This design was started as part of the Cross-Town Pathway Project PER dated August 2016 which proposed a multi-use pathway generally following the San Marcos River from the City Park to IH-35. Project objectives include providing a shared-use path for pedestrians and cyclists across the San Marcos River and IH35.
This is the last segment of the Cross-Town Pathway Project which will close the gap created by the San Marcos River. The proposed project will construct a 12-foot-wide shared use path (SUP) along the south side of William & Eleanor Crocks Park, extending from the existing bridge across the San Marcos River to the newly constructed SUP beneath IH 35 at the San Marcos River crossing. This connection will provide a direct east-west pedestrian & bike route across IH 35 and connect to the trail system on the east side of IH 35.
This change in service will provide professional services to complete environmental surveys during construction (as identified during the environmental review), structural revisions based on contractor submittals, and construction phase services coordination.
Approval of a change in service #10 is requested to add the above-mentioned scope to the existing contract (215-315).
The project is scheduled for construction in Spring 2027 pending TxDOT approval.
