Background Information:

City Support of Public Events Policy: In 2019, City staff presented a policy to support public events creating a transparent, consistent, and equal process for event organizers and staff to follow. Value of services, actual hard costs, and staff over-time were not factored into the annual budget when the original policy was prepared. It was difficult to calculate the in-kind service value which makes it difficult to offer equal services to event organizers. A few years later, City Management directed staff to phase out the in-kind services. Destination Services staff created processes and various grant opportunities to assist in providing financial support to cover the additional expenditures of permits, facility rentals, security, etc. The new policy defines grant types, funding sources, eligibility, restrictions, required documents, and requirements. A new online portal was launched for all grant opportunities available.

Recommendation: 

Staff presented the revised plan to council during the August 20, 2024, council work session. The goal is to provide equity and transparency for all grant opportunities in one online portal.
