Background Information:
The City of San Marcos is requesting $20,843,52 in funding through the Capital Area Council of Governments FY26-27 Solid Waste Program Grants to purchase a bulb crusher and secondary containment storage and pallets. There is no match requirement for this grant.
Additional Information Regarding the Equipment to be Purchased with Grant Funding
Improper disposal of household hazardous waste material can result in the release of hazardous contaminants into the environment. For example, fluorescent light bulbs containing mercury, if disposed of improperly in regular waste, can lead to groundwater pollution. To address this issue, we have a piece of equipment in our Resource Recovery area known as a bulb crusher. This device facilitates the consolidation of bulbs prior to collection, streamlining the process. Currently, we receive approximately 30-40 compact fluorescent lamp (CFL) bulbs each month. The bulb crusher became inoperative a couple of years ago, and we need to replace it to ensure proper crushing, disposal, and storage of bulbs before collection by our contractor.
During our latest inspection, our Municipal Separate Storm Sewer System (MS4) division identified the need for secondary containment measures for materials prior to disposal. Although we currently utilize a few pallets for secondary containment, these are insufficient to meet demand and MS4 standards. Therefore, SMHHW staff have identified the need to acquire five intermediate bulk containers (IBCs) to serve as secondary containment for used oil, used cooking oil, and liquid flammables. Additionally, we plan to utilize 20 pallets to provide secondary containment for other materials. Enhancing our storage capacity and replacing existing above-ground containment structures will improve safety and help meet environmental compliance standards.
