Vision San Marcos - A River Runs Through Us
Background Information:
Rio Vista Falls was constructed in 2006 and since that time has received limited maintenance, despite resisting consistent strong currents and several floods. In several locations underwater voids or undercuts have formed along the instream structures which require repair. The proposed repairs include additional foundation anchoring and erosion protection armoring to create a more robust system.
Change Order No. 1 consists of providing maintenance repairs to the Dog Beach area, which is also experiencing undercutting, in the amount of $148,896. The proposed repairs are similar to those proposed for Rio Vista Falls which include additional foundation anchoring and erosion protection armoring to create a more robust system. The Dog Beach maintenance repairs are expected to begin once the Rio Vista Falls maintenance repairs are complete in March 2022. The Dog Beach maintenance repairs will take approximately 2 months to complete. Dog Beach and a portion of the river adjacent to Dog Beach will be inaccessible to the public during construction. City Park side of the river will remain open and access up and down the river in this area will available.
The change order also includes a contingency in the amount of $100,000 to address any unforeseen issues that occur during construction for both maintenance repair areas. It is likely that any issues that come up will need to be addressed in a timely manner and not having the contingency in place could result in project delays. Having a contingency for a capital improvement project is standard practice. The contingency was included in Austin Filter Systems, Inc’s bid but was not awarded as part of the original Rio Vista Falls Maintenance Project construction approval provided in March of 2021 by City Council due to funds not being available at the time.
