Background Information:
The fault indicator purchase is part of a CIP Project for San Marcos Electric Utility. Fifty locations have been identified to maximize fault indicator performance to provide troubleshooters and lineworkers information on which sections of circuits are downstream or upstream of a faulted condition, allowing for greatly improved response and restoration times. With wireless capabilities, the fault location information will be brought back into our Supervisory Control and Data Acquisition and Outage Management systems for use in real-time algorithms and also analysis by Utilities staff.
Schweitzer Engineering Laboratories (SEL) is a manufacturer of relays and software for electrical power systems and is our vendor for substation relaying needs within the City of San Marcos’ electrical grid. Utility Maintenance also reviewed solutions from Eaton, Power Delivery Products, Smart Grid Solutions, and Cleveland Price. These solutions did not have the same functionality as the equipment offered from SEL Engineering Services.
The main criterion for this selection is the compatibility with our existing infrastructure. Other solution requires backhaul infrastructure that is not in place and would be costly to install. This is being purchased as a Sole Source procurement.

Staff recommends the approval of 222-036 Fault Indicators Purchase contract in the amount of $199,937.00 to be awarded to SEL Engineering Services, Inc. of Houston, TX.
