Background Information
:

This request is to award a contract to Plummer Associates, Inc,. to provide engineering services for the City of San Marcos Recycled Water Feasibility Study & Master Plan in the amount of $530,478.00.

Plummer Associates, Inc., has worked on previous projects in the City of San Marcos and was selected from the approved qualified list for On-Call Water/Wastewater Engineering Services solicitation, RFQ#219-129.

The City of San Marcos was awarded federal funds in the amount of $250,000 from the Bureau of Reclamation’s WaterSMART Water Recycling and Desalination Planning program to aid in the preparation of the City of San Marcos Reclaimed Water Feasibility Study & Master Plan.

The selected firm (Plummer Associates, Inc.) will guide the City through the process of developing a feasibility study and master plan to identify cost-effective, drought-resilient projects for potential potable and non-potable reclaimed water for the City of San Marcos.

The feasibility study and master plan will provide a roadmap for future reclaimed water efforts and include a prioritized list of projects for construction.  The final plan and study will build upon the City’s ongoing efforts to expand water reuse as an alternative water supply, maintain water levels in the protected Edwards Aquifer, preserve critical habitat in the San Marcos River, and provide the City of San Marcos with valuable information to investigate water supply strategies amidst rapidly growing water demands.

The feasibility study and master plan is expected to be complete by 2025. The final reporting requirements (per the financial assistance agreement with the Bureau of Reclamation) must be met by Spring 2026.
