Background Information:

For the 2026-2027 Fiscal Year, the City will receive approximately $740,000 in Community Development Block Grant (CDBG) Entitlement funds. In order to receive this funding, the City must submit to HUD an Action Plan by August 16 that includes allocation of the funding to specific projects and programs

Annually, the City holds an application process for agencies and City departments. Applications were evaluated and scored by a staff committee according to the evaluation criteria published with the application. The resulting recommendations for funding allocation are in the attached presentation.

This evening a public hearing will be held to begin to gather citizen comments on the recommendations. City Council direction is requested on the slate of programs and projects to be published for a thirty day public comment period in the draft 2026-2027 Community Development Block Grant Action Plan.

Staff proposes holding the comment period from May 5 - June 6, 2026, and bringing the Action Plan to City Council for consideration July 7. Final Council decision must be made at the July 7 or August 5 meeting in order to make HUD submission deadlines.

All eligible applications have been posted on the City’s website: <https://sanmarcostx.gov/3065/CDBG-Action-Plans>.

The draft Action Plan will be posted to the same page.
