Background Information:
America Rescue Plan funds will be utilized to provide continued services to support the recovery of the San Marcos community and promote economic development. A request for proposals was issued seeking qualified Respondents to provide small business counseling services.
On March 10, 2022, the City of San Marcos received three (3) proposals in response to RFP 222-136 for Small Business Counseling Services. An evaluation team comprised of City staff and the Greater San Marcos Partnership thoroughly evaluated all proposals submitted and conducted interviews with the top two firms. The evaluation team determined the best value to the City based on the relative importance of price, experience, and all other stated evaluation criteria to be BCL of Texas, located in Austin, Texas. Below and attached are the total points per published criteria:
This contract will provide one-on-one in-person and virtual counseling sessions for small business owners in key areas such as financial literacy, marketing (including Search Engine Optimization), business/succession planning, and human resources, in accordance with the terms and Scope of Services detailed in the solicitation documents.
The initial term of this agreement will be two (2) years and may be extended for three (3) additional one (1) year periods. The total period of the contract, including all extensions, will not exceed a maximum combined period of five (5) years.
The initial cost of the first two (2) year term of the agreement will be $350,000. Each subsequent year is estimated at $102,500. If all extensions are exercised, the total contract value is estimated at $657,500. City staff requests approval of this contract for the anticipated amount of $657,500 for the full five (5) year contract period. Extensions will be completed through administrative award.
