Background Information:
Currently, the City maintains 108 facilities with a total square footage of 1,033,469. The purpose of the contract is to provide on-call services for building envelope leaks. The on-call contract will make the contractor available to go on-site at City facilities, assess the building envelop and make temporary roofing and façade repairs, as needed, until permanent repairs can be completed. The contractor may also make permanent repairs to minor damages.
Severe weather events may lead to facility roof and façade damages that are covered by the City’s property insurance. Those types of damages take time to submit a claim, coordinate with insurance for coverage and then contract with a company for permanent repairs.
The contract under consideration here provides the City with a stop gap measure to prevent further damage from occurring during the insurance claims process.
Western Specialty Contractors is a member of the TIPS-USA purchasing cooperative utilizing contract 241001. Contract 224-028 is for a one (1) year term with four (4) renewals bringing the contract to a total of five (5) years. Contract is for time and materials for $49,000 per year. Total contract price will be $245,000.00.

Recommendation:
Pursuant to Local Government Code 271.102, the city has the authority to participate in cooperative purchasing there for, staff recommends award of this work to Western Specialty Contractors, in the estimated amount $49,000 annually with four (4) renewals, totaling five (5) years with a total of $245,000.00.
