Background Information
:

Three (3) bids were received on July 14, 2022, for Blanco Riverine Flood Mitigation IFB #222-206. The apparent low bidder, Harper Brothers Construction, LLC , failed to comply with the bidding requirements and is therefore deemed nonresponsive making the bidder disqualified.  A protest was filed by Harper Brothers Construction on August 15, 2022 and the City has confirmed the bid submitted by the Contractor is disqualified for failing to submit a bid bond that meets the requirements of the contract documents.  In addition, Harper Brothers Construction, LLC was informed that they violated anti-lobbying provisions by directly or indirectly contacting City Staff and one or more Council members during the review process.  Per the contract documents, any violation of the anti-lobbying provision results in immediate disqualification from the bid award process

Award is recommended to the lowest responsible responsive bidder, MA Smith Contracting Company, Inc., Austin, Texas in the amount of $14,681,085.70 for the base bid and additive alternate 1. 

The Blanco Riverine Flood Mitigation project consists of a berm/ floodwall structure located between River Road and the Blanco River to mitigate flood waters up to the 50-year flood event. The concrete flood wall is recommended to minimize right of way and structure acquisition. Together, the berm and floodwall will mitigate flood waters from entering the Blanco Gardens neighborhood up to the 50-year rain events.  In addition to the berm and floodwall, a relief channel is proposed to efficiently transfer Blanco River flows to the San Marcos River. This relief channel allows for water surface elevation reductions along the Blanco River downstream of State Highway 80. An additional berm located on City property is proposed to protect the City of San Marcos Wastewater Treatment Plant (WWTP) up to the 50-year flood events.

Construction is expected to last approximately 2 years, weather dependent.
