Transportation Master Plan
Background Information:
The City of San Marcos issued a Request for Qualifications (RFQ 224-193) for the Transportation Master Plan Update project on February 10, 2025, with responses due on March 13, 2025. The City received Statements of Qualifications (SOQ) from four (4) firms. The evaluation committee members completed their evaluations of each SOQ received pursuant to the Texas Government Code, Chapter 2254, and identified Kimley-Horn and Associates, Inc. as the most highly qualified firm based on demonstrated competence and qualifications.
The attached scope of services from Kimley-Horn and Associates, Inc., is for the Transportation Master Plan Update Project (contract #224-193) in the amount of $900,000.00, which will address the City’s existing and future transportation needs.
The scope includes establishing implementation-oriented transportation projects, policies, and standards to realize the envisioned transportation network; updating the past plans, such as the previous 2018 San Marcos Transportation Master Plan, Thoroughfare Plan, Sidewalk Plan, Bicycle Plan, Greenways Plan, Vision SMTX Comprehensive Plan, and the Transportation Design Criteria Manual (TDCM).
Tentative schedule for the Transportation Master Plan Council Adoption is Fall 2027.
