Background Information:

This Interlocal Agreement (ILA) with Hays County is for the installation of sidewalks and a turn lane inside the City limits.  It also accounts for adjustment to the City water and wastewater infrastructure in conflict with the County’s project and acquisition services to be provided by the County. This agreement will allow the City’s work to be bid and constructed by Hays County.

 

Hays County project limits are along FM 621 (Staples) from 650 feet west of De Zavala Drive to 1,000 feet east of CR 266 (Old Bastrop Highway).  The County agreed to extend their project limits past De Zavala to add a turn lane on Staples at De Zavala and sidewalks connecting the Hills of Hays neighborhood to the existing sidewalk on De Zavala if the City would be willing to pay for this additional work.  Since this added scope is within the City Limits, the City staff agreed it should be a City cost.

 

The limits of the project were broken into 2 phases for construction.  Phase 1 limits are Staples from DeZavala to just past Picasso Drive, and it started construction in early 2022 and is expected to last approximately 1 year. Phase 2 limits are the intersection of Staples and Old Bastrop and is expected to start near the end of 2022 and last approximately 1 years. 

 

This agreement covers easement acquisition for city utilities and partial releases of current City easement to the County which will be finalized later.  Payment to the County will be based upon actual amounts.

 

It is recommended that City Council approve this ILA to obligate $289,366.00 for the FM 621 (Staples) from 650 feet west of De Zavala Drive to 1,000 feet east of CR 266 (Old Bastrop Highway) Project.
