Background Information:

This item will approve an agreement with Action Target to purchase of a total containment trap (bullet trap) in the estimated amount of $643,800 through General Services Administration (GSA) Security and Protection - Protective Equipment Contract #GS07FO482Y to be installed with the Police Station Improvements project.  The Total Containment Trap is eco-friendly and provides complete ballistic coverage. 

 

Previous Council Actions:

1.                     On September 19, 2023, the City Council approved Ordinance 2023-61(b), approving the Fiscal Year 2024 Capital Improvement Program.  This included $800,000 for the bullet trap.

2.                     On February 6, 2024, the City Council received a Staff presentation regarding approved FY24 CIP Projects and related funding; including proposed issuance of debt - 2024 Certificates of Obligation Issuance.

3.                     On February 20, 2024, the City Council approved Resolution #2024-22R, authorizing proceeding with the issuance of Certificates of Obligation and directing the publication of Notice of Intention to issue the certificates.  The Council authorized $800,000 for the Total Containment Trap (Bullet Trap).

 

Brief History:

1.                     The Police Department’s firing range was built in its current location in 1991, prior to the Department occupying the current building.  It was a 25-yard outdoor facility with a sand backstop.  The range was not compatible with rifle and shotgun usage.

2.                     In 2020 and as part of the building renovation, money was allocated to extend the range to 50 yards and install a roof over the first 25 yards, but the sand backstop remained due to a lack of funding.  These improvements enabled rifle and shotgun usage (the additional yardage was the factor).

 

Eco-friendly:

1.                     The current bullet trap system in place is loose sand, which creates hazardous lead contaminated dust, which has been breathed by range users since inception.  The sand also holds the fired rounds suspended in the sand, which allows for bullets that ricochet to fly out of the sand and back towards offices.  This has happened numerous times, causing minor injuries.  It is an equal concern that bullets may escape the containment area fully and endanger citizens in the nearby area, especially given the eventual occupation of buildings that are near the range and currently under construction.  During renovation, dirt berms were heightened and/or added to help mitigate this concern.  

2.                     Furthermore, the fired lead bullets must be regularly ‘mined’ from the sand, thus creating the expense and danger of handling and disposing of (recycling) this hazardous material.

3.                     The proposed bullet trap, with its encapsulated containment system and high efficiency particulate air (HEPA) filtered dust collection unit, will increase safety by eliminating the sand, its accompanied dust, and the possibility of rounds exiting the shooting range area. The bullet trap also collects the fired rounds into 55-gallong drums that are easily sealed and transported for recycling, eliminating the need to ‘mine’ the lead from the sand. Action Target (the trap provider) will pick up and buy the fired rounds from the Department for recycling purposes.

 

Engineering:

Action Target’s Total Containment System is backed by a 10-year warranty.  It is constructed of engineered armored steel funnel plates that direct fired rounds into the mouth of the trap.  The height of the trap, along with the width, ensures every round fired downrange is contained.  Fired rounds pass through the open mouth of the trap and into the sealed deceleration chamber, where they spin along the wall of the chamber and decelerate.  They are then deposited into individual containers at the rear of the trap.  The chamber uses a patented design to ensure it remains sealed, even when affected by the force of the bullets.  Using negative pressure, the dust collection system draws lead dust from the trap and deposits it into a containment system.  The system provides advanced filtration technology to achieve higher efficiency, cleaner air, and longer filter life than standard cartridge filters.  It is compliant with OSHA regulations to ensure that areas surrounding the range are protected, while also protecting officers.

 

Pursuant to Local Government Code, Chapter 271.102, and by the “Interlocal Cooperation Act”, Texas Government Code, Chapter 791, authorizes the City to participate in cooperative purchasing programs to increase efficiency and effectiveness of local government purchasing and contracting.  City staff recommends award of this bullet trap purchase to Action Target, Inc., Provo, UT, in the estimated amount of $643,800 through the GSA Security and Protection - Protective Equipment Contract #GS07FO482Y.  The estimated amount is much less than the anticipated $800,000 expense.
