Background Information:
During the City Council’s Visioning Workshop on January 11, 2020, the City Council discussed the desire to possibly rename the City Recreation Hall in City Park and that the process would need to go through the Parks and Recreation Board.
The Parks and Recreation Staff accepted nominations from the public from June 1 through June 30, 2021. All submissions were provided to the Parks and Recreation Board for review and consideration. A subcommittee was created to provide a formal recommendation back to the board.
On November 18, 2021, the subcommittee provided their recommendation to the board to propose the renaming of the City Recreation Hall to Pauline Espinosa Community Hall. The attached Recommendation Resolution was passed by the Parks & Recreation Board on December 16, 2021.
The City Council has the following options regarding the recommendation from the Parks and Recreation Board:
1. Accept the Recommendation as submitted and provide direction to the City Manager to proceed.
2. Modify the Recommendation and provide direction to the City Manager to proceed.
3. Not accept the Recommendation and the name remain unchanged.
4. Not accept the Recommendation and change the name to something the Council determines on its own.
Implementation following approval shall be as follows:
• Staff will contact the Council for the Indigenous and Tejano Community, who nominated Mrs. Espinosa, to acquire a photo and biography for a plaque that will be installed on the building.
• Staff will contact a local sign vendor to discuss sign replacement options for the building.
• Staff will provide the mock-up of the updated sign to the Communications Department and City Manager’s Office for approval.
• 3 wayfinding signs will need to be updated. ( 2 on Charles Austin Dr and 1 on Hopkins St by City Hall.) Currently the signs say, “San Marcos Rec Hall” which is 19 characters (counting spaces). “Pauline Espinosa Community Hall” is 31 characters and will not fit on the current signs.
o Staff is seeking direction on how the new name should be displayed on the signs. (A) Espinosa Hall (B) Community Hall (C) Espinosa Rec Hall
• Once the total cost is known Staff will work with Finance and the City Manager’s Office regarding these expenditures since they are not currently planned within the FY21-22 Budget for the Parks and Recreation Department or Destination Services Department.
• Staff will contact Apple, Google & WAZE to update the name within their map directories (Please note that some will update more quickly than others.)
