Background Information:
The City’s current contract with SHI Government Solutions, Inc., expires in November 2025; and the Human Resources Department wishes to take advantage of pricing offered through the attached Omnia Partners cooperative contract quote to ensure a seamless transition from the end of the existing contract to the start of the new contract.
Pursuant to Local Government Code, Section 271.102, the City has authority to participate in cooperative purchasing programs; therefore, staff recommends award of this agreement to SHI Government Solutions, located in Austin, Texas, in the annual amount of $115,000 through the Omnia Partners contract #2024056-02 for the initial term of November 22, 2025, through November 21, 2026.
As the Omnia Partners contract is valid through July 2028 with a potential final expiration of July 2034, the City requests approval to authorize up to four (4) additional one (1) year renewal periods to be exercised administratively. If the option to renew all renewal periods is exercised at the current annual rate, the contract has the potential to reach a cost of $600,000 for the full five (5) year contract term.
The purchase includes the following modules:
1. Insight Subscription - $21,102.59
NeoGov Insight is an applicant tracking system designed for public sector hiring. It streamlines the recruitment process with tools for job posting, applicant screening, automated communications, and compliance reporting.
2. GovernmentJobs.com Subscription - $3,401.12
This is the #1 public sector job board, integrated with Insight, that increases visibility of job postings to over 20 million job seekers actively pursuing government careers.
3. Custom Employee Integration - $4,102.71
This module enables integration between NeoGov and the City’s HRIS or ERP system, allowing for automated and secure transfer of employee data into NeoGov systems like Perform or Onboard.
4. Learn Subscription - $39,685.09
NeoGov Learn is a learning management system (LMS) tailored for government agencies. It provides access to over 1,500 public-sector-focused training courses, supports custom course creation, and tracks employee training and compliance.
5. Single Sign-On (SSO) Subscription - $1,719.84
This feature allows employees to securely access NeoGov applications using their existing City login credentials, improving security and user convenience.
6. Perform Subscription - $30,756.20
NeoGov Perform is a performance management system that automates employee evaluations, tracks goals, and supports continuous feedback. It helps ensure timely, consistent, and compliant performance reviews.
