Background Information:

This action will increase the authorized contract amounts, in general, by $200,000 for each of the materials testing on-call contracts to Arias, Fugro, Kleinfelder, Raba Kistner and Terracon awarded in 2018.  Each of the materials testing on-call contracts were approved by City Council on August 7, 2018 in a not to exceed amount of $200,000.

Materials testing is used for analyzing properties of materials installed during construction, such as sub base, asphalt and concrete, ensuring each of these meet or exceeds City standards before being accepted.  These contracts are set to expire within the next two years and the current contract capacity of $200,000 is nearly expended due to increased need.  In some cases where the materials testing consultants were used for large scope projects, contracts had to be increased by means of a smaller change in service in order to complete the current project.  This action will increase each contract to an amount not to exceed amount $400,000.  Each change in service will increase the contracts by the amounts below:

Arias -                                          $200,000.00

Fugro -                                          $200,000.00

Kleinfelder -                      $200,000.00

Raba -                      $104,000.00

Terracon -                      $151,000.00

Generally staff will rotate between the service providers based on their prior utilization.  Payment for the work comes from the project requesting the service.

These firms were selected based upon a Request for Qualifications solicitation issued in 2017.
