Background Information:

This is the annual operating contract with the Texas Health and Human Services Commission for the City to continue to provide Women, Infants, and Children (WIC) Program services. The City receives 100% reimbursement for WIC operating expenses, as well as City cost allocation for support services. Our WIC program provides services in Hays, Caldwell, Guadalupe, and Comal counties under this contract. The WIC program serves low-income pregnant/postpartum/breastfeeding women, and infants and children up to the age of five. Services include health assessment, nutrition education, supplemental foods, breastfeeding support, and referrals to other health and community services.

 

The Amendment No. 3 attachment details sections that were deleted and replaced. Most of these had minor wording changes and updates due to the new WIC automation system that has now been rolled out statewide. The remaining revisions contained in Attachment No. 3, although also minor, are outlined here:

-Section I(M) and (N): updated to reflect that the system is internet-based and no longer on the State network; and the related equipment belongs to the City and not the State.

-Section I(P): removed reference to the Annual Plan of Operations.

-Section I(X) and (BB): updated to reflect the current initiative and process; currently does not apply to the City of San Marcos WIC Program.

-Section I(XX): this section has been separated out from I(X); currently does not apply to the City of San Marcos WIC Program.

-Section II(A): performance measure 1 no longer requires nutrition education to coincide with food instrument issuance; performance measure 2 now includes enrollment of clients in their second trimester, making compliance easier.

-Section III(D)(6): allows for final surplus billing within 60 days instead of 45.

-Supplemental and Special Conditions, 2.02 and 2.03: allows for final billing and Financial Status Reports (FSRs) within 60 days instead of 45.
