Prior Council Action: TMP-21-01 was presented to City Council as an update item on October 19, 2021. There was no discussion and no action was taken at that time. At their regular meeting on December 7, 2021 City Council held the first of two public hearings required for this item. No action was taken. Council members asked for data on bicycle usage in San Marcos and for data on bicycle safety. Staff is working on obtaining this data, and will provide it to City Council once it is available.

Background Information:
The Thoroughfare Plan and Bicycle Plan are Exhibits within the Transportation Master Plan (TMP) which was approved by City Council on December 12, 2018.
The proposed roadway alignment / removal recommendations are based on alignments which have been modified during development approval processes, conversations with other jurisdictions like Hays and Caldwell County, and modifications to better align with developments already in place.
The proposed bicycle facility classification modifications are proposed to increase safety, increase connectivity, work within existing right-of-way where acquisition is not feasible, and align bicycle facility projects with Capital Improvements Plan projects. These modifications are presented as a coordinated effort between staff and local bicycle advocacy groups.
Council Committee, Board/Commission Action:
TMP-21-01 was presented to Neighborhood Commission as an update item on October 20, 2021. There was no discussion and no action was taken.
At their regular meeting on November 9, 2021 the Planning and Zoning Commission considered this item following a public hearing. The Commission recommended approval 8-0 with the following recommended changes: 1. Old Ranch Road 12 shall be a protected bike lane. 2. Barnes Drive shall be a buffered bike lane 3. Monterrey Oak shall be a buffered bike lane.
The Commission also discussed the following: complete streets and inclusion of bike and pedestrian facilities on all roadways, general concerns with safety of sharrows, including more clear information for bicycle facility changes in the presentation to City Council, City Council directed future studies of bicycle facility usage.
