Background Information:
In October 2025, the Capital Area Metropolitan Planning Organization (“CAMPO”) announced the start of the 2028-2031 Call for Projects. The competitive call for projects will select projects for federal transportation apportioned to the region through the Surface Transportation Block Grant (STBG), Transportation Alternative Set-Aside (TASA) and Carbon Reduction Program (CRP) funding programs. Project applications are expected to include a resolution of support from the local government. This resolution reflects a commitment to enter into an Advance Funding Agreement with CAMPO if the project is awarded funding through the program.
City Staff has prepared an application package for the Traffic Signal and Traveler Information System Upgrade (ITS) project. The project includes:
• Opticom Emergency Preemption upgrades for Fire and EMS vehicles
• Traffic Signal Hardware and Software Upgrades
• Transit Automated Vehicle Location (AVL) Upgrades
• Transit Automated Passenger Counters
• Artificial Intelligence (AI) Train Detection
• Public Traveler Information System of real-time traffic conditions and closures
The project cost is estimated at approximately $1,500,000. The federal contribution (80%) of design would be roughly $1,200,000. The City’s local match obligation (20%) would be roughly $300,000.
The City will fund the project using Capital Improvements Program funds. If the grant is awarded, staff will bring an agreement back to Council obligating funds in approximately 1-1.5 years.
