Background Information:

During the January 6, 2026, Workshop the City Council received a staff presentation and held discussion regarding the Paid Parking Pilot Program in the City Park Parking lot.

 

After extensive discussion, the Council provided direction to:

● Expand City Park Parking Permit eligibility to include residents within the 78666 zip code;

● Further expand City Park Parking Permit eligibility to include all residents within the San Marcos Consolidated Independent School District (SMCISD) boundary;

● Consult with Council before exploring any privatization of the program

Currently Chapter 82, Article 4 of the Code of Ordinance defines a resident as someone who resides within the corporate city limits of the City of San Marcos. 

 

Following discussion during City Council’s Regular Meeting on March 31, 2026, the Council chose to define the term “Local Area Participants” to mean any person who resides within the territorial limits of the City of San Marcos, within the boundaries of zip code 78666 or within the boundaries of the San Marcos Consolidated Independent School District.  Local Area Participants are exempt from paying parking fees with an approved paid parking permit.

 

Presently the only paid parking lot operated by the city is located at City Park.
