BACKGROUND

The attached Change in Service #3 to Klotz Associates, Inc. in the amount of $333,392.67 will provide surveying, preliminary engineering, design, and bidding and construction phase services required for drainage improvements along Staples Road and within Wallace Addition.

This is the first of the expedited drainage projects to begin design.  Klotz Associates has already completed 100% design plans for water and wastewater improvements on Staples Road and within the Wallace Additions Subdivision.  This Change in Service adds the scope to address drainage issues that have been identified through the Stormwater Master Plan and from operational observation.

The CIS#3 covers the following:

                     PER Phase including site visits, survey, watershed analysis, preliminary hydraulics and modeling, storm drain alignments, water quality needs, easements and land acquisition study, utility coordination, preliminary cost estimates, draft and final report;

                     Design Phase services include survey, easement documents, geotechnical evaluation, design drawings for 60% and 90% submission, and cost estimates;

                     Bidding Phase services include technical specifications, bid form and finalization of construction drawings, pre-bid conference, addenda, and review bids and make an award recommendation; and

                     Construction Phase services include construction documents preparation, pre-construction meeting, review shop drawings, request for information, assistance with change orders, construction meetings, periodic site visits, final walk through and punch list, and record drawings.

The design will occur in 2018 with construction anticipated in 2019. Staff recommends approval of this CIS.
