Background Information:
An Advanced Funding Agreement (AFA) is required between the Texas Department of Transportation (TxDOT) and the City of San Marcos (City) to design and construct reinforced concrete storm drain infrastructure within the TxDOT right-of-way.
The City of San Marcos is currently working on the Wallace Addition Offsite Drainage Improvements project. The existing drainage infrastructure within and around Wallace Addition Subdivision is undersized and requires an upgrade. The scope includes design and construction of drainage infrastructure along and across Staples Road (FM 621), Cape Road, within the Fish Hatchery, and Hays County Cape Pond Park property to improve conveyance and reduce flooding in the neighborhood.
A portion of this project occurs in TXDOT ROW and they require an AFA in order for the City to perform construction within their ROW. The City will be responsible for project design and construction costs in the estimated amount of $1,432,909.00. The city will also be responsible for the maintenance of locally owned facilities after the completion of the work. TXDOT does not require any payment from the City per this AFA.
Construction is expected to start in late 2026
