Prior Council Action: June 5, 2018 Lockwood, Andrews & Newnam (LAN) Contract 218-307, was awarded $467,440 to conduct preliminary engineering services.  CIS#1 - on December 3, 2019, LAN was awarded $1,694,774 to conduct 30 Percent Design Phase Engineering Services.  CIS#2 - on June 2, 2020, LAN was awarded $174,734 to conduct additional environmental services requested by the US Army Corps of Engineers (USACE) as part of permitting. CIS#3 on May 11,2022, LAN was awarded $65,906.25 to conduct additional permitting requested by the USACE.  CIS#4 - on June 6, 2022, LAN was awarded $22,430 to conduct a benefit costs analysis services.  CIS#5 on August 15, 2022, LAN was awarded $7,068 to conduct property title research.

Background Information:

The attached Change in Service for $825,756.35 to Agreement 218-307 with Lockwood, Andrews and Newnam, Inc. (LAN) is to provide additional professional services including project management, preparation of FEMA CLOMR documents and submittal, supplemental field survey, easement acquisition, and supplemental environmental permitting services related to the Purgatory Creek Improvements Phase 1 project.

The purpose of the Purgatory Creek Improvements project is to provide flood mitigation considering natural channel designs, riparian and prairie restoration, vegetation management, improving water quality through storm water infiltration, and proposed shared-use trails that provide connectivity to adjacent park space and residential accessibility.  In addition, the project includes hydrologic and hydraulic analysis; bridge, road, and utility modifications, coordination with the Union Pacific Railroad; and permitting with various federal and state agencies.

The flood mitigation project designs are being conducted in two phases. Phase 1 is for the channel reach located between its confluence with the San Marcos River to an area near Johnson Avenue and Phase 2 is for the channel reach starting at Johnson Avenue to Wonder World Drive. For the Phase 1 area, 30% Level of Designs have been prepared, and for the Phase 2 area, conceptual designs were identified in a Preliminary Engineering Report.  Environmental permitting documentation is currently being prepared for both Phase 1 and 2 areas.  Easements and right-of-way acquisitions are being obtained for the entire Phase 1 area and for the Phase 2 trail area.

Services are expected to start September 2023 and be completed in 16 months, dependent on the review by other agencies including FEMA and the US Army Corps of Engineers.
