BACKGROUND

This Interlocal Agreement (“ILA”) with Capital Area Rural Transportation System (“CARTS”) covers the operation of the Urban Transit District from October 1, 2017 to September 30, 2018.  CARTS will be Direct Recipient for the federal and state transit funds.  The City's funding participation for the period of the agreement is approximately $450,000 and was included and approved in the FY 2018 budget.

 

The template of the interlocal follows the format of the previous agreements.  Changes to content and dates are highlighted within the ILA:

 

CARTS will be responsible for the Federal Transit Administration (FTA) requirements and responsibilities for 5307, 5310 and 5339 funds.

CARTS will implement a Comprehensive Public Transit Plan, Finance & Implementation Strategy and Complementary ADA Paratransit Plan with City participation for the Urbanized Area.

CARTS will participate in the City's development process for projects which may increase transit use.

CARTS will coordinate with the City on operations and facilities, system-wide ADA accessibility, budgets and schedules.

CARTS will reimburse the City for eligible expenses incurred as part of the operation of the Urban Transit District.

CARTS will utilize a biennial total of $250,000 in State Census Impact Funds to administer a two-year trial period for extending transit operation hours from 6pm to 8pm.  During public outreach meeting of the San Marcos Transit Five Year Strategic Plan, extending bus operation hours was the top citizen request.  Council will receive annual reports on ridership participation and the efficiency of this new initiative to determine program viability.
