Consider approval of Resolution 2024-42R, approving funding agreements with Southside Community Center in the amount of $50,000.00 from funds received by the City of San Marcos under the American Rescue Plan for the purpose of establishing an implementation plan for recommendations provided by the Comprehensive Needs Assessment Study and Recommendations on Homelessness to support the recovery of the community; authorizing the City Manager, or her designee, to execute said agreements and any necessary documents on behalf of the city; and declaring an effective date.

Fiscal Note:
Prior Council Action: City Council approved Resolution No. 2023-104R on June 6, 2023 allocated American Rescue Plan funding toward homelessness.
Background Information:
The US Treasury launched the Coronavirus State and Local Fiscal Recovery Fund totaling $350B approved through the American Rescue Plan. San Marcos has received an allocation of $18,101,483. The City received half of the funds in June 2021 and the remaining funds in June 2022. Funds must be allocated by 12/31/24 with funds expended by 12/31/26. The first tranche was allocated in 2021, the first round of the second tranche was allocated in 2022, and the remaining funds were allocated in June 2023.
At the 6/6/23, meeting, City Council allocated approximately $901,039 to address homelessness. This resolution will allocate $60,000 in funding to the Southside Community Center to create the implementation plan and budget.

This contract allows Southside Community Center to establish an implementation plan and budget based on recommendations from the Comprehensive Needs Assessment Study and Recommendations on Homelessness. Additional funds authorized by City Council can then be used to implement the plan. The implementation plan will provide support to the wellbeing and success of the San Marcos community by providing a budget and plan that may offer:
a. Wraparound services. Offering supportive services such as case management, counseling, job training, life skills coaching, and access to healthcare to address the underlying causes of homelessness and help individuals become self-sufficient.
b. Prevention Services. Providing prevention services to individuals and families at risk of homelessness to help them maintain housing stability, which may include rental assistance, eviction prevention, and mediation services.
c. Outreach and Engagement. Actively reaching out to individuals experiencing homelessness, building trust, and connecting them with services and resources to meet their immediate needs and address long-term goals.
d. Collaboration and Coordination. Partnering with local government agencies, non-profit organizations, healthcare providers, faith-based groups, and community stakeholders to coordinate efforts, share resources, and maximize impact.
e. Rapid-Rehousing. Providing short-term rental assistance, case management, and supportive services to help individuals quickly move from homelessness to permanent housing.
f. Employment and Income Support. Assisting individuals with job search, resume building, skills training, and access to employment opportunities, as well as connecting them with benefits like Social Security, SNAP (Supplemental Nutrition Assistance Program), and Medicaid.
g. Permanent Supportive Housing (PSH). Offering permanent housing coupled with supportive services for individuals with complex needs, such as chronic physical or mental health conditions, substance abuse issues, or disabilities.
Council Committee, Board/Commission Action:
The Committee on Homelessness discussed at their 1/11/24, and 2/8/24, meetings and recommended moving forward with Southside Community Center, in partnership with other community organizations, being the lead organization to develop an implementation plan.
Recommendation:
Staff recommends approval of the Resolution.
