Consider approval of Resolution 2014-154R approving an Airport Project Participation Agreement (TXDOT CSJ 1414SMRCO) between the City and the State of Texas acting through the Texas Department of Transportation for the Runway 13-31 Reconstruction Project at the San Marcos Regional Airport; authorizing the City's expenditure of approximately $697,050.00 in local participation in the project's construction costs; authorizing the City Manager or his designee to execute the agreement on behalf of the City; and declaring an effective date.

BACKGROUND:
In 2011 the City Council approved an Airport Project Participation Agreement (APPA) with TxDOT for the design of the Runway 13-31 Reconstruction Project. On March 18, 2014 the Council approved resolution 2014-035 which approved the City's construction participation in the amount of $697, 050. The resolution allowed the City to move forward with providing the City's match to TxDOT Aviation so the project could bid.
This APPA is for the construction phase of the Runway 13-31 project and documents the City's funding participation. The project has bid and is expected to begin construction by the end of the year.
The construction consists of
· reconstruction of the runway including new pavement markings,
· replacing the location of the runway lighting as a result of the proposed pavement width reduction,
· new navigational aids on Runways 13 and 17, and replacement of the VASI with a PAPI on Runway 31,
· widening the road at the airport entrance,
· finishing the intersection of Taxiway J and Runway 13 (removed from the Taxiway J project due to construction issues) and
· a new aircraft run-up-area.
Staff recommends approval.
