BACKGROUND:  
The scope for this change in services with Halff Associates, Inc. was negotiated and is being submitted for Council approval for a not to exceed amount of $184,733.80.
 
This Change In Service # 3 adds additional funds so the design engineer can finalize the design plans.  The project scope has been revised several times since the project began due to various reasons.  Some items were revised due to unforeseen conditions such as the discovery of recently installed salamander traps. Texas State has made additional design requests and City staff has decided to add additional scope to create a more complete project.  This change in service will include:
 
·      Removal of the Road Diet between N.LBJ and Comanche   
·      Removal of the Peques Street sidewalk
·      Add Traffic & Pedestrian signal improvements at Sessom & Aquarena Springs    
·      Add additional sidewalk improvements along Sessom
·      Adjust State Street alignment due to salamander traps
·      Remove the rain garden
·      Revise Pleasant Street Intersection
·      Revise steep driveway to facilities building
·      Update Environmental Clearance documentation
·      Update plans to accommodate revised TXDOT specifications adopted Nov 1, 2014
·      Additional design for erosion control measures
·      Additional design lighting on Texas State Sidewalk
·      Timing and Phasing of Traffic Signals
·      Sanitary sewer plans to address conflicts
 
The revised scope of the project now includes:
 
·      Installation of a 8'-10' multi-use sidewalk on the north side of Sessom from N.LBJ to Aquarena Springs
o      Except a small section of 7' sidewalk will remain in front of the Texas State Facilities Building due to a large retaining wall and a 7' will be installed at the box culvert by the Sessom Creek outfall
·      Repair sidewalk and driveways on the south side of Sessom, as needed, to bring them into compliance with ADA.
·      Extend box culverts in 2 locations in Sessom Creek to allow for the sidewalk installation.
·      Reconstruction and realignment of State Street with Peques
o      This includes traffic signals, drainage and sanitary sewer work
·      Install a mid-block cross walk with a traffic signal to stop traffic
·      Reconstruction of Pleasant Street intersection with Sessom.
·      Replace traffic signals at Sessom and Aquarena Springs to make the intersection more pedestrian friendly.
 
Staff recommends approval of this change in service.
