BACKGROUND

The attached professional services agreement for $105,998.00 with Kimley-Horn and Associates, will consist of providing Preliminary Engineering Services for the Sessom Improvements from N. LBJ to Comanche Project. The project consists of the following improvements:

 

                     Sessom Drive Sanitary Sewer - the replacement of up to approximately 3,000 linear feet of 12- inch sanitary sewer line from Canyon Fork to N. LBJ Drive along Sessom Drive.

                     Sessom Drive Shared Use Path Extension - extension of approximately 2,200 linear feet of 10- foot wide shared use path from N. LBJ Drive to N. Comanche Street.

 

In 2013, the City hired RPS Espey to evaluate Sessom Creek from Canyon Road to Aquarena Springs Drive.  In this report, RPS Espey identified several conceptual level solutions.  The highest priority project, according to this report, is to relocate the exposed wastewater trunk main in Sessom Creek from N.LBJ to Canyon Road.  

 

Kimley-Horn and Associates will take the conceptual solutions identified by RPS Espey and prepare the preliminary design.  At this time, it is unknown if the elevations and current creek conditions will allow the exposed wastewater main to be relocated and maintain current service.  Kimley-Horn will perform a detailed survey of the creek and investigate the location of the current wastewater services along the creek.  They will prepare a detailed report on the recommended location and cost for this relocation work.

 

In addition to the wastewater relocation work, Kimley Horn will evaluate the feasibility of installing a 10’ multi-use path along Sessom Creek from N.LBJ to Comanche.  The study will determine the best location for the sidewalk, any ROW needs and investigate the need for additional lighting.

 

The preliminary design will occur in 2016. Once the alignment is determined, ROW acquisition will occur in 2017 and the design will be completed in 2018.  Additional time has been included in the schedule to allow for negotiations with Texas State and a potential ROW swap along Sessom Drive.  Construction will occur in 2020.
