·      The property owners has provided their consent for annexation as well as providing an easement along the Leah Avenue extension to provide contiguity.
(d)      Whether the utility extension would compromise the City's ability to provide adequate water or waste water facilities to property inside the City;
·      The extension will not compromise the City's ability to provide adequate services to property inside the City.
(e)      Whether the Utility extension will lead to premature development that cannot be served efficiently and timely by roadway, drainage, or park facilities;
·      The property is in an area that has been identified as an Employment zone on the Preferred Scenario Map, is already surrounded by the City Limits.
(f)      Whether the utility extension is financially feasible given the proposed means of financing the extension;
·      Yes, the applicant proposes to finance the extension without any City support.
(g)      Whether the utility extension will lead to significant degradation of water quality or other environmental resources, either from construction of the water or wastewater improvements, development of petitioners land, or of other land that may be served through the extended facilities;
·      The utility extension will not lead to significant degradation of water quality or other environmental resources
(h)      Whether the petitioner proposes to extend wastewater facilities without utilizing City water facilities.
·      The City has an existing water line in place along the Leah Avenue extension and will serve this development.

After review, staff recommends approval of this Out of City Utility Extension Request as submitted with the wastewater connection to be contingent upon platting of the property in accordance with city ordinance and state law.
