Background Information:

In October 2025, the Capital Area Metropolitan Planning Organization (“CAMPO”) announced the start of the 2028-2031 Call for Projects. The competitive call for projects will select projects for federal transportation apportioned to the region through the Surface Transportation Block Grant (STBG), Transportation Alternative Set-Aside (TASA) and Carbon Reduction Program (CRP) funding programs. Project applications are expected to include a resolution of support from the local government. This resolution reflects a commitment to enter into an Advance Funding Agreement with CAMPO if the project is awarded funding through the program.

 

City Staff are preparing an application package for the “Cape Street Shared Use Path (SUP)” project. The project includes constructing a 10-foot SUP along both sides of Cape Street from Luciano Flores Street to just past the San Marcos River, connecting to the existing 10-foot SUP behind the Redpoint Apartments. A midblock crossing is also being proposed at the connection point of the existing 10-foot SUP.

 

The design cost is estimated at approximately $1,000,000. The federal contribution (80%) of design would be roughly $800,000. The City’s local match obligation (20%) would be roughly $200,000. The City has proposed entering an Inter Local Agreement (ILA) with Hays County to share the required local match. Under the proposed agreement, the City of San Marcos and Hays County would each be responsible for 50 percent of the local match, resulting in an estimated City contribution of approximately $100,000, subject to final design costs and execution of the ILA.

 

Authorization of the ILA is being requested concurrently and is contingent upon the project being awarded CAMPO funding.

 

The project has will fund the local match using Capital Improvements Program funds. If the grant is awarded, staff will bring an agreement back to Council obligating funds in approximately 1-1.5 years.
