Background Information:
Council approved a “Parking Management Consulting Services Agreement” with Kimley-Horn
on June 21, 2016. Under the contract, Kimley-Horn and Associates will develop an Action Plan,
with timeline, for implementation of a Parking Management Program for San Marcos. The full
scope of services includes:
• Parking Management Plan Update / Refinement
• Community Engagement and Stakeholder Outreach
• Program Organizational Structure / Staffing Plan
• Paid On-Street Parking Plan
• Business / Funding Plan, Program Budget and Financial Pro-Forma
• Optional Parking Facilities Development Plan
• Program Branding / Marketing / Strategic Communications Plan
• Draft and Final Report
Kimley-Horn and staff conducted a series of stakeholder meetings in August 2016 and
developed a set of “Near-Term Action Items” based on stakeholder feedback. Council directed
staff to move forward within implementation of the near-term recommendations on December 6,
2016.
ü Recommendation # 1: Enhance and Expand the Parking Enforcement Program
On August 15th Council approved a contract with NuPark, Inc.to purchase License Plate
Recognition Software and Hardware for parking enforcement. The implementation
period is 120-150 days. We are on track for system roll-out in late-December/early-
January, with the intent to begin enhanced enforcement downtown as soon as possible.
During the implementation period, the Parking Enforcement team is continuing manual
enforcement, with additional focus on high-traffic areas downtown.
ü Recommendation # 2: Uniform 2-Hour Parking Time Limit Downtown
On July 5th Council approved an amendment to the traffic register to establish a uniform
2-hour parking restriction downtown. New signage will be installed concurrent with LPR
implementation.
ü Recommendation # 3: Pursue New Parking Supply Additions
Approximately 40 on-street parking spaces were recently added to S. Edward Gary
Street, Moon Street and Pat Garrison Street. Staff will continue to identify potential
additions to the on-street parking supply downtown. The next area of focus will be
Guadalupe Street.
ü Recommendation # 4: Begin Development of an Employee Parking Program
Staff conducted community outreach with downtown stakeholders resulting in an
ongoing private-sector effort to activate underutilized off-street parking supply. Staff
maintains regular communication with the Downtown Association, Texas State
University and other stakeholders.
As described in the attached San Marcos Project update memo, the next steps include:
1. Develop a parking management staffing and organization plan. Compare with other parking system organizational models and recommend preferred alternative.
2. Develop a parking management plan framework, including a defined scope of services, program vision/mission/guiding principles and a first-year action plan.
3. Data analysis following Nu-Park license plate recognition implementation. Update on-street parking utilization and turn-over data and use this information to inform recommendations on paid parking implementation.
4. Develop a recommended paid on-street parking implementation plan including identification of recommended locations and meter type/quantities, required capital investment, recommended parking rates and projected program operating costs and revenues.
During this Work Session, Kimley-Horn will present a recommended organization and staffing plan and the Draft Parking Program Framework Plan for Council consideration and discussion.
