Background Information:
On May 22, 2025, the City received five (5) bids in response to Invitation for Bids (IFB) #2025-104 for Household Hazardous Waste Disposal. The City reviewed the bids and will award a contract to the lowest cost and most responsive and responsible bidder, Clean Harbor Environmental Services located in Norwell, Massachusetts.
The City of San Marcos operates a Household Hazardous Waste Drop Off Facility open to all Hays County residents which allows twice weekly drop-off of household hazardous waste. The waste is stored in accordance with regulations specified by the Texas Commission on Environmental Quality (TCEQ) and U.S. Environmental Protection Agency (US EPA). The waste is then packaged in U.S. Department of Transportation (US DOT)-approved shipping containers supplied by Clean Harbor Environmental Services. From there, Clean Harbors Environmental Services categorizes, further packages, transports, and ultimately disposes of the household hazardous waste collected by the City.
The estimated annual cost of this contract is $150,000, which is determined based upon volume of materials and type of materials that are dropped off at the City’s Household Hazardous Waste Drop Off Facility. As the contract includes an automatic annual renewal for a total contract term not to exceed five (5) years, the total estimated contract amount is $750,000. All renewals are subject to authorization of the City’s budget by City Council.
