Background Information:
Staff is requesting City Council approval to enter into a contract with T.F. Harper and Associates, LP to complete playground and amenity improvements at City Park, utilizing The Interlocal Purchasing System (TIPS) Contract #240-702-02 for Parks and Recreation Equipment, Products, and Installation.
The original City Park playscape was damaged beyond repair by a vehicle and subsequently removed. On December 17, 2024, City Council approved the acquisition of new play and fitness equipment. This contract will cover the installation and construction associated with that equipment and related site improvements.
The new installation will offer diverse play and fitness opportunities for children, teens, and adults, including inclusive options for individuals of varying abilities. The design promotes active lifestyles, with features allowing adults to engage in climbers and obstacle elements similar to those enjoyed by children at the Children’s Park Playscape.
In addition to providing new amenities, the project will increase ADA accessibility and improve connectivity by adding accessible routes to existing amenities from the shared use pathway.
The primary goal of the City Park Playground Improvements Project is to introduce new amenities currently unavailable in any of the city’s parks, while significantly enhancing ADA accessibility. These improvements reflects the city’s commitment to inclusivity, community health, and modernized recreational infrastructure. By investing in amenities for a wider range of age groups and physical abilities, the City Park Playground Improvements will ensure that the park continues to serve as a vibrant, welcoming space for all residents.
Project Scope and Features:
• Outdoor Fitness and Obstacle/Agility Course Equipment (Ages 5-12 & 13+): Installation of durable, weather-resistant outdoor fitness equipment to promote health and wellness for teens and adults. This addition supports active lifestyles and provides new recreational options for older youth and adults in the community.
• Playground Equipment (Ages 2-5): A designated play area with age-appropriate equipment designed to stimulate early childhood development through play. This addition fills a gap in services for younger children and provides a safe, engaging environment for families with toddlers and preschool-aged children.
• ADA Improvements: Upgrades to existing sidewalks and the addition of new accessible pathways to meet ADA standards. These improvements will enhance safety, mobility, and accessibility for individuals with disabilities.
• Connectivity Enhancements: New sidewalks will be added to create direct connections between the playground and existing park amenities via the shared use pathway, improving overall park circulation and user experience.
• Padded Play Turf: Installation of safety-compliant padded play turf under playground equipment to minimize injury risk and provide a cleaner, low-maintenance surface.
• Bottle-Filling Drinking Fountain: Addition of a modern drinking fountain with a bottle-filling station to encourage hydration and reduce single-use plastic waste.
• Shade Structures: Installation of shade structures over select play and seating areas to provide sun protection and improve year-round comfort for park visitors. These structures will enhance the usability of the park during warmer months and support extended outdoor activity.
Project Funding and Timeline:
The City Park Playground Improvements project is an approved Capital Improvement Project funded by General Fund Certificates of Obligation Bonds and is coming in under the initial budget of $750,000. The project will take approximately 125 calendar days to complete and will mobilize on August 18, 2025 and will be completed by October 17, 2025.
The City is authorized by Texas Local Government Code Chapter 271.102 to participate in cooperative purchasing programs to procure goods and services, satisfying any state law requiring the local government to seek competitive bids. As such, this procurement is compliant through the Texas Interlocal Purchasing System (TIPS) contract #240-702-02.
Council Committee, Board/Commission Action:
The Parks and Recreation Board provided consensus for the proposed improvements on May 18, 2023. The Parks and Recreation Board reviewed and provided feedback to add play equipment for the ages of 2-5 to staff. Staff modified the initial design to include the recommended equipment. The Parks and Recreation Board did not take a formal vote during those discussions.
