Background Information:
Approval of the purchase agreement is requested to acquire 2.998 acres of land as a fee simple purchase for the C571 WWTP Improvements project. City Council approved a regional wastewater treatment cost sharing agreement in May of 2024 for the permitting and construction of the City of San Marcos’ second wastewater treatment plant (WWTP) to provide treatment capacity for the rapidly growing area on the southeast side of San Marcos. The property being acquired is adjacent to the wastewater treatment plant site and provides a route for the treated wastewater effluent pipeline which will terminate at Cottonwood Creek. The land will also provide additional space for the construction of the FM 1978 Water Reclamation Facility (WWTP). The estimated construction cost of the FM 1978 Water Reclamation Facility is $75 million with construction commencing in September 2025 and completion in December 2028.
