Background Information:
The purpose of this Item is to replace a Street Sweeper that is past its useful life with a new Street Sweeper which will be more efficient and reduce sweeper downtime.
The unit proposed for replacement is a 2015 Tymco 600 Street Sweeper with 65,722 miles and 5,851 engine hours currently in service, now exceeding the industry-recognized useful service life of 10 years for municipal street sweepers. A review of the unit's FY2025 and FY2026 service history reflects a pattern of recurring mechanical issues across multiple systems, including repeated cooling system failures on both the chassis and auxiliary engines, hydraulic component failures, drivetrain wear, and A/C system replacement. The service history also reflects a recurring need for outside vendor sublet repairs, indicating that the frequency and complexity of mechanical issues has exceeded the capacity of in-house fleet maintenance to address on a routine basis.
The sweeping program is a core component of the City's Municipal Separate Storm Sewer System (MS4) permit compliance obligations. MS4 obligations are federal and state environmental compliance standards. They include street sweeping which removes sediment, debris, and pollutants from the roadway surface before they can enter the City's stormwater conveyance system and local waterways. The cumulative maintenance demand on the existing street sweeper poses a risk to the program effectiveness and MS4 compliance obligations.
Staff solicited pricing through the Houston-Galveston Area Council (H-GAC) cooperative purchasing program. Industrial Disposal Supply (IDS) submitted a quote under H-GAC Contract No. SW04-26 in the amount of $372,985.00 for a 2027 Tymco 600 Street Sweeper. The City is authorized to utilize this cooperative purchasing program by Local Government Code, Chapter 271.
