Background Information:
Change order 10 for the Surface Water Treatment Plant (SWTP) Improvements construction contract (221-177) with Archer Western Construction in the total amount of $215,204.00 is to address the flow meters inconsistent readings by relocating the existing flow meter into a new vault farther upstream.
Alliance Regional Water Authority (ARWA) has leased groundwater rights in the eastern Caldwell County and will deliver treated Carrizo Aquifer groundwater to various Project Sponsors, including the City of San Marcos, beginning in 2024. The City will maintain two delivery points for the new ARWA water supply, a ground water storage tank at the City’s surface water treatment plant (SWTP) and a new elevated storage tank in the Blanco Vista subdivision. The improvements at the SWTP proposed for this project are needed to take delivery of the new ARWA water supply to the City. This project includes improvements for the City, ARWA & the Guadalupe-Blanco River Authority (GBRA) under agreements which define financial participation in the design and construction of the improvements.
The $13.7 million construction project is substantially completed and the contractor is finalizing some punchlist items that were identified during closeout of the project. The City has been receiving ARWA water since late 2024 as a result of this project. The flow meter was installed per the design and manufactures guidelines; however, it is giving inconsistent readings and the design engineer has recommended that the meter be relocated to address this issue. The cost of this change order will be shared between the City ($163,555.04) and GBRA ($51,648.96).
This change order does not impact the City’s ability to receive water from ARWA and is required for operational efficiency. This work will be completed in the fall 2026 when the water demand is lower at the surface water treatment plant.
