Background Information:

The City has had services and materials contracts with Lower Colorado River Authority (LCRA) since the late 1980’s when the City of San Marcos purchased the electrical distribution system.

The City is authorized by the Local Government Code, Chapter 271, and by the “Interlocal Cooperation Act”, Texas Government Code, Chapter 791, to participate in cooperative purchasing programs to increase efficiency and effectiveness of local government purchasing and contracting.

This interlocal agreement is to replace the current agreement which expires in November 2024.  The City intends to utilize this interlocal agreement with Lower Colorado River Authority (“LCRA”) to obtain the following goods and services:

1.                     engineering, design and project management services for transmission, substation and distribution facilities;

2.                     transmission, substation, and distribution construction and maintenance (including tree trimming and ROW clearing);

3.                     relaying and control testing and maintenance;

4.                     material procurement and use of contracts with vendors;

5.                     fleet repair and maintenance;

6.                     protective equipment testing services; and

7.                     any other services or offerings mutually agreed upon by the Parties.

By this agreement, the City may enter into a contract with LCRA’s vendors to provide materials and related services.

This agreement is for a term of five (5) years from the effective date, and will automatically renew for up to three (3) additional years unless affirmatively terminated by a written notice.
