BACKGROUND:
The contract for the Management and Operations of the San Marcos Cemetery (IFB 27-006) with Gene Bagwell dba Maintenance Management, expires March 31, 2016. Within the terms and conditions of the contract the City of San Marcos has the option to extend the contract for nine (9) additional (1) year periods. This will be the ninth (9th) and final extension of the contract.
The contract has the option to adjust the contract price for any extension period on a percentage equal to the new percentage change from the previous year in the Consumer Price Index (CPI) for Wage Earners and Clerical Workers as published by the United States Department of Labor, Bureau of Labor Statistics. The CPI is a measure of the average change over time in the prices paid by urban consumers for a market basket of goods and services. The current CPI adjustment, if exercised, would decrease our current contract price by -2.9%. The Cemetery Commission met on March 8, 2016 and discussed the contract extension options and recommends extending the current contract with a 0% increase for a total contract amount of $120,023.80. This option to extend requires the mutual agreement of both parties.
This contract is effective April 1, 2016 through March 31, 2017; therefore it crosses two (2) fiscal years. The total annual amount of the contract is $120,023.80, but the amount required for FY16 (April 1, 2016 - September 30, 2016) is $60,011.
Purchases against this contract for FY17 are contingent upon the City’s approval of the FY17 budget.
