Background Information:
In years past, the City of San Marcos removed vehicles from its fleet that have been retired from service via public auction. More recently we have been managing the fleet with our eye on maximizing our returns on investment by selling or donating vehicles to other entities directly. It is important to note that in the case of marked police vehicles which are being retired, the vehicles must be decommissioned from service by removing all of the police equipment and markings from them. This is a labor intensive and time-consuming process, and we are not able to recuperate those expenses at auction. Currently the City of San Marcos has fourteen former police vehicles that are ready for rotation out of service and are equipped.
The City of Sweeny and the City of Oak Ridge have agreed to purchase five of the vehicles as equipped for a total of $26,000, which is a better value than wholesale auction.

Alternatives:
An alternative but less desirable method to liquidate these vehicles would be to spend staff time and money to fully decommission and sell them at public auction.
Recommendation:
Staff recommends the sale or donation of vehicles as a cost benefit to the City of San Marcos.
