Background Information:

When we added items about citizen comment to City Code 2.045, Rules of Decorum you will recall that we split it into two sections.  Sec 2.045 now is all citizen comment related items including signup and rules when the speakers are at the podium.  The remaining items which were actually Rules of Decorum elements were moved into the new Sec 2.046.

The bylaws for boards and commissions reference Rules of Decorum, which apply to them also.  So I looked at the board/commission template to make that change.  While reviewing, I noticed a number of other items that we need to update.

Now that many of the boards and commissions offer an online method of access for the members it was important to make note that the presiding officer must be on-site and cannot be remote.  We addressed that important item to ensure we are always in compliance with the Texas Open Meetings Act.

In additional there were some improvements made to the section on vacancies and how to handle them.

And we made a few more edits including shortening the time a board/commission must wait for a quorum to not hold the meeting.  We changed if from a hard 30 minutes to optional at 15 minutes.  That allows for only 15 minutes to determine if the meeting will have a quorum but allow for more if there is reason to belief that one or more might be late (perhaps caught behind a train but have called in that they are on their way).
