Background Information:
The City issued a Request for Qualifications (RFQ) solicitation for Legislative Consulting Services and received nine (9) Statements of Qualifications (SOQs) on March 26, 2026. A City-staffed evaluation committee evaluated each submission as well as conducted interviews with the top ranked firms, which resulted in a final selection of the most highly qualified firm: Focused Advocacy located in Austin, Texas.
Services include developing and implementing legislative strategies; monitoring proposed legislation, committee hearings, and regulatory actions; advocating for the City’s adopted legislative agenda; identifying funding and grant opportunities; preparing legislative materials and testimony; assisting City officials with legislative advocacy; representing the City’s interests before state agencies and regulatory bodies, as directed; and providing timely updates and strategic guidance on legislative and regulatory matters that may affect the City.
Compensation is structured to align with the level of legislative activity.
a. Interim Rate: $7,000 (seven thousand) per month for the duration of the Agreement for any month when the Texas Legislature is not in Session.
b. Session Rate: $8,500 (eight thousand five hundred) per month for the duration of the Agreement for any month when the Texas Legislature is in Regular or Special Session.
The proposed agreement is for an initial two-year term, with the option to renew for additional terms upon mutual agreement of the parties and approval by the City, in accordance with the terms of the agreement.
