Background Information:

The City of San Marcos has a Drug and Alcohol policy in compliance with the U.S. Department of Transportation (DOT) and Drug Free Workplace Act.  The policy applies employees who regularly drive vehicles, regularly work directly with children, whose positions include the use of a weapon (or other use of force), have access to controlled substance(s), have safety sensitive duties with  public utilities and public safety.  The City’s policy mirrors the DOT standard for drug and alcohol testing and is administered by the Human Resources Department.  

 

A solicitation for Drug and Alcohol Testing IFB 222-154 was issued on March 6, 2022, and three (3) bids were received on March 31, 2022.  Staff recommends award to the lowest responsible responsive bidder, Thumbs Up Compliance, LLC, located in Waco, TX with the bid of $16,250 per year.  (The apparent low bidder was deemed non-responsive.)

 

The initial term of this contract will be for one (1) year, with the estimated effective dates of June 15, 2022, through June 14, 2023, for the estimated annual amount of $16,250.  The City has the option to extend for three (3) additional one (1) year terms. The contract renewal may be awarded administratively in the form of an Authorization of Change in Service signed by the Purchasing Manager.
