Background Information:
The attached change in service agreement for $610,964.00 to Agreement 224-185 with Operations Management International, Inc. (Jacobs) will provide engineering, design, and pre-construction services for rehabilitation of various treatment units at the existing River Road Water Reclamation Facility and increase the total contract amount to $6,100,998.96.
This scope of work is based on recommendations from the April 2026 San Marcos Wastewater Treatment Plant Facility Plan. The project scope includes a plant electrical grounding study, tertiary filter upgrades and media replacement, clarifier rehabilitation, and grit washer replacement.
This project is needed to improve treatment efficacy, attain regulatory compliance, and repair and rehabilitate aging equipment and systems. There are grit washers, clarifier components, and filters that have exceeded their operational life and need replacement and upgrades to keep the plant operating efficiently and within permit limits.
Preliminary construction costs are estimated at approximately $20 million. Construction is expected to start in April 2027.
