Background Information:

This request is to amend the agreement to Contract No. 218-354 and to approve a two (2) year extension from October 1, 2026, through September 30, 2028, with The Normandy Group, LLC., for Federal Government Relations Services that includes added scope of services and deliverables in the amount of $150,000 annually for a total of $300,000.

This contract amendment will extend the City of San Marcos’ current agreement with The Normandy Group, LLC for federal governmental relations consulting services. The purpose of this contract is to provide consulting services related to federal governmental relations, supporting the City's efforts in securing federal funding, advocating for legislative priorities, and navigating federal regulatory matters.

The contract benefits the City of San Marcos and the community by ensuring dedicated federal governmental relations support, which helps the City secure federal funding opportunities, advocate for legislative priorities, and navigate federal regulations that impact local initiatives. This continued advocacy enhances the City's ability to bring federal investments to San Marcos, ultimately benefiting residents through improved public services, infrastructure, and economic growth.

The Normandy Group, LLC was selected as the most qualified firm in response to a 2018 Request for Qualifications. A new solicitation is planned for early FY28 to begin a new contract upon final expiration of this current contract.
