Background Information:

Council passed an Ordinance prohibiting “for profit” scooters - May 2020

                     Provided for scooter pilot program

                     Allowed private scooter use

                     COVID-19 restrictions on bus carrying capacity lead University to explore an alternate option for student transportation needs

                     University began discussions with Spin - June 2020

                     City joined University in discussion on potential scooter pilot - July 2020

                     Agreements with Spin reached - August 2020

                     Scooter pilot begins - September 2020

                     City, University, and Spin hold weekly meetings and monitor the scooter pilot - (Sept. - Present)

     Staff presented pilot results in work session, and received Council direction to move forward with ordinance amendment - March 2020
