Background Information:
The purpose of this contract is to provide a robust, user-friendly system that ensures compliance with National Environmental Laboratory Accreditation Program (NELAP) certified laboratory standards while enhancing data accuracy, accessibility, and efficiency. Locus Platform will complement the existing Locus EIM water quality sample results that are primarily acquired by commercial environmental testing laboratories. This new software platform will allow COSM to see both internally generated data points and associated QA/QC from our in-house lab, along with aggregated views of both commercial and our in-house COSM lab using the crossover functionality and integration of Locus EIM and Locus Platform. The Platform solution will align with COSM’s NELAP required SOPs to dictate the prescribed QA/QC sample types, calculations, and acceptance criteria for each of the discrete analytes for which COSM is seeking NELAP accreditation.
The initial year of this contract includes implementation and the software service for $139,142. The recurring annual amount is $69,142 each subsequent year. As the software services will be needed on a long-term basis, this request includes automatic one-year renewals for up to nine (9) additional periods for a cumulative contract term not to exceed ten (10) years. If all renewal periods are exercised and the City estimates up to a five percent (5%) increase annually for inflation, the estimated cumulative contract cost with the anticipated inflationary increase is $939,660.66.
This procurement is compliant through the Texas Local Government Code, Section 271.103, which authorizes municipalities to make purchases available through the federal General Services Administration (GSA). In this instance, GSA has awarded contract # GS-35F-0370Y to Locus Technologies.
