Background Information:

In 2019 the Capital Area Metropolitan Planning Organization and the City entered into an inter-local agreement for the study of three transportation corridors:

SH80/Hopkins (from east of SH 21 to Guadalupe Street)

                     Guadalupe/SH123 (from University to FM110)

North South Connector (from SH80 to Posey Road)

The study looks at the community vision of future development along these corridors and develops roadway concepts to support that land use vision.  In addition, three “catalytic sites” were also analyzed to identify possible investment strategies to leverage the desired land use outcomes and the market feasibility of those improvements.  The catalytic sites selected were the City’s downtown parcels, the City Hall and surrounding area, and the undeveloped properties near the intersection of SH123 and Wonder World/Redwood Rd.

Halff Associates, Inc., the consultant on the study, will provide an update to the Council on the efforts completed and answer questions on the outcomes thus far.  The final report is expected to come to the City Council for adoption in November/December after a final round of public input.

Staff will also provide an update and next steps on the efforts underway at the downtown City parcels (128, 140 & 152 S. Guadalupe) and City Hall redevelopment.
